UMPIRE PROGRAM

The Thornydale Little League is always looking for qualified individuals that have the experience and working knowledge of officiating at a high level of either baseball or softball. The league offers both a volunteer and compensation program for those that wish to be involved.
POLICY:
To develop and provide a quality umpire program that will encourage education, training, recruitment and scheduling for those competitive divisions that will enhance the enjoyment and provide a positive environment for the players.
STANDARD:
QUALIFICATION DEFINITION:
1. Are those individuals that have attended the league/district rules seminar and clinic.
2. Those who have attended either a Little League rules clinic program in the past two years or have certification thru USA Baseball, Arizona Interscholastic Athletic Association (AIA), Amateur Softball Association (ASA), and United State Softball Association (USSA).
MINIMUM AGE REQUIREMENT:
1. Individuals assigned to the Major (Baseball & Softball) competitive divisions must be age 14 or older. Junior Baseball & Softball competitive divisions must be age 16 or older. Senior Baseball and Softball competitive divisions must be 17 years of age or old
VOLUNTEERS:
1. Individuals that register to volunteer their services to the league must complete the required Little League volunteer application that will require a background check conducted prior to being permitted to officiate games.
2. Those that volunteer their services to the league in this capacity shall receive the following:
a. FREE umpire jersey, cap, strike/ball/out indicator, rule book
b. Receive bottled water during the game and after the game one (1) hot dog (or equivalent) and one (1) drink from the league concession stand after each game served.
c. Volunteer is covered under the league insurance coverage for injuries sustained while serving on behalf of the league.
3. Volunteers will be permitted to use the league umpire protective equipment (mask, chest protector, shin guards).
COMPENSATED:
1. Those individuals that register and wish to be compensated for their services will be required to sign a “disclaimer and waiver of liability” contract.
2. Individuals that are compensated are excluded and not eligible to be covered under the league accident insurance.
3. Must provide their own uniform (colored shirt, long pair of pants, hat), ball/strike/out indicator, protective equipment (mask, chest protector, shin guards), plate brush.
4. For the 2007 season the compensation rate for each division is as follows:
a. MAJOR BASEBALL $25.00 plate/$15.00 bases
b. MAJOR SOFTBALL $25.00 plate/$15.00 bases
c. JUNIOR BASEBALL
i. AIA, USA, Little League certified - $30.00 plate/$30.00 bases
ii. Non-certified $20.00 plate or bases
d. JUNIOR SOFTBALL
i. ASA, USSA, Little League certified - $30.00 plate/$30.00 bases
ii. Non-certified $20.00 plate/bases
e. SENIOR BASEBALL
i. AIA, USA, Little League certified - $30.00 plate/$30.00 bases
ii. Non-certified $20.00 plate/bases
f. SENIOR SOFTBALL
i. ASA, USSA, Little League certified - $30.00 plate/$30.00 bases
ii. Non-certified $20.00 plate or bases
5. Payment for services will be paid immediately following the game worked. It is the responsibility of the compensated individual to collect payment from the league concession stand. Compensated umpire that leaves the park without receiving payment will have 24 hours from the time game work ended to collect payment. Failure to collect payment within the 24 hour period will result in forfeiting pay for that game.
6. Scheduled games that are forfeited, the umpires that are on site at the time of forfeit shall receive full pay. Umpires are to leave the field after declaration of a forfeit. Umpires are not to remain and officiate any “scrimmage” games.
DRESS CODE:
1. ALL umpires (volunteer or compensated) are representing the league and Little League Baseball and while on park premises must dress in a professional manner. Umpires at all times must appear neat and well groomed. Collared shirt (color Navy), long pair of slacks (no cut off shorts or sandals) and cap (color Navy).
PRE-GAME:
1. ALL umpires (volunteer or compensated) are required to be at the game site a minimum of 20 minutes prior to scheduled game start time and be on the field 10 minutes prior to the game to meet with the managers, review lineups and rules. It is fully understood that games scheduled at 5:00 PM during the week may be difficult to accomplish this time requirement.
CODE OF CONDUCT:
1. The Board of Directors reserves the right to suspend or terminate an umpire for actions that are considered detrimental to the league.
BACK UP UMPIRE PLAN
1. Backup umpires are defined at team coaches, parents and other volunteers.
2. In the event that a league scheduled umpire (volunteer or compensated) is a no show for game, or gets ill during a game, the back up plan will go into effect with a member of the HOME TEAM coaching staff or a parent assuming the umpire role. This individual will officiate the bases.
3. If both scheduled umpires do not show, the HOME TEAM will provide a volunteer to officiate the bases, while the VISITING TEAM will provide a volunteer to officiate the plate.
4. If a game starts with a volunteer umpire (coaches, parents) and the scheduled compensated individual arrives at the game site (maximum 15 minutes after scheduled start time) the compensated individual shall assume control of the game from the volunteer umpire. NOTE: Compensated umpire shows after the 15 minute grace period, the game will continue to utilize volunteer umpires for that game and the compensated individual forfeits pay for that particular game.
DEVELOPMENTAL DIVISIONS:
1. Volunteer umpires consisting of either coaches or parents shall officiate the developmental baseball divisions (Class AA). There are NO umpires for the T-Ball and Class A Baseball Divisions.
2. For Class AA games, the HOME TEAM provides the plate umpire, while the VISITING TEAM provides a volunteer to officiate the bases.
3. All volunteers for that umpire Class AA games fall into benefits (water, after game meal) as outline previously.
TOURNAMENT GAMES:
1. Little League District 5 will schedule all umpires for games that are held at Arthur Pack Park. The umpires utilized for all Little League tournament games are all volunteers and receive NO compensation for their services.
2. It is understood that a requirement for umpire consideration for the 2008 season, that all compensated umpires that work on behalf of the Thornydale Little League during the regular season are required to work a minimum of two (2) District 5 Little League all-star tournament games (July). It is understood that the league regular season compensated umpires will provide this volunteer service District Little League and receive no compensation for their services.
